Driver with second highest points doesn't have licence

A motorist from Lewisham, SE London, has managed to rack up 40 points for 12 driving offences despite never holding a full or provisional driving licence. The remarkable total makes him the second highest penalty points holder ever in England and Wales.

The driver was caught for exceeding 30mph limits on six occasions and was also given points on six occasions for driving without insurance, according to data from the DVLA obtained by the Institute for Advanced Motorists (IAM).

But he wasn't alone, as the data – which asked for the top 20 highest point holders – included two more drivers who didn't have a driving licence when they were penalised.

The second highest points holder without a licence is a male offender from Stockport, Greater Manchester. He amassed 33 penalty points from seven offences, including repeatedly failing to disclose information as to the identity of the driver. The third highest points holder without a licence was a driver from Leeds, with 28 points.

A man from Liverpool still holds the record for the most number of points, with a shocking 45 penalty points on a full driving licence.

IAM chief executive Sarah Sillars said: “It’s been three years since the IAM raised this issue with the DVLA, but we still have drivers on the road with multiple points allocated to them. Now we discover that some of them have never held any kind of driving licence. We all have to share the road with these unqualified, uninsured and dangerous drivers.

“We need to punish offenders as well as give them the opportunity to change their ways. Offenders are unlikely to drive legally if they face a ban or points on their licence as soon as they pass their test.”
